Welcome to the 2023 Reach Alliance Conference. We are excited to host this year’s conference at Tecnológico de Monterrey in Monterrey, Mexico.
This year is a milestone for us as we celebrate our 80th anniversary. The Reach Alliance is bringing together some of the world’s most prominent thinkers, and practitioners from various sectors to share their knowledge and actionable insights with our researchers and mentors. The central focus of this year’s conference is on the critical and timely theme of inequality, addressing both social and economic aspects. We look forward to engaging in meaningful discussions, exploring innovative solutions, advancing our collective understanding of this vital issue and how can we tackle it from an international perspective. The Mastercard Center for Inclusive Growth advances equitable and sustainable economic growth and financial inclusion around the world. The Center leverages the company’s core assets and competencies, including data insights, expertise and technology, while administering the philanthropic Mastercard Impact Fund, to produce independent research, scale global programs and empower a community of thinkers, leaders and doers on the front lines of inclusive growth.
Our partnership with the Reach Alliance is a great example of cross-sector collaboration for impact. Reach recruits top student researchers and faculty mentors and applies academic rigour to close important knowledge gaps related to the Sustainable Development Agenda. The Center for Inclusive Growth elevates the insights, making them actionable and visible to public, private and third sector leaders. The partnership model is scalable, and we’ve brought in other university and private sector partners to accelerate progress towards the Sustainable Development Goals.

As the Executive Director, Marin leads strategic development and scale up of the Reach Alliance, including managing relationships with Reach’s global partners and broader insights community. Marin was a member of the Reach team that investigated the world’s first iris-scanning cash-assistance program for refugees in Jordan. Prior to joining the Reach Alliance, Marin led Grand Challenges Canada’s approach to impact measurement across their maternal, newborn and child health innovation portfolio. Her focus was on the systems and processes used to capture results, and to share knowledge generated by grantees through the organization’s unique innovation platform. Marin has experience with program design, delivery and evaluation, having worked across a range of public health issues in several countries. Marin holds a BA (Hons) from Queen’s University as a Loran Scholar, and a Master in Public Health degree from the University of Toronto.

Iza is a Professor at the School of Social Sciences and Government at Tecnológico de Monterrey. She graduated in Law from the Tecnológico de Monterrey and holds a PhD in Social Sciences, with a specialization in migration and public health, having completed research stays at Mississippi State University and University of Trento in Italy. In recent years, she has taught courses on Citizenship and Democracy, Sociology, Gender, Society and Human Rights, Political Participation and Sociology of Identity, and Qualitative Research Methods and has coordinated the semester of “Leadership for Social Development”. Her current work on social development focuses on gender and violence from a sociological and legal perspective, especially with domestic migrants, through projects with indigenous communities within the Monterrey Metropolitan Area. Sánchez Siller is co-founder of the program “Promoting Gender Equity in Adolescents and Young Women in rural areas” in Mitunguu, Kenya; a program that works with local high schools to reinforce the importance of higher education and decision-making.

Juan Pablo Murra Lascurain is the Rector for Higher Education at Tecnológico de Monterrey and a professor of leadership, family business and corporate governance. He is passionate about education, leadership and transformation.
Juan Pablo has held several roles at the institution since joining in 2011. As Vice President for Development & External Affairs, he led institutional outreach and was responsible for strengthening the engagement with the worldwide EXATEC alumni community and for initiatives to enhance major giving and philanthropy. In addition, he led the creation of a social impact department at the university, designed to deepen collaboration with industry, government, organizations, and institutions in supporting disadvantaged communities, and enhance the university’s agency in building a more just, inclusive, responsible and sustainable Mexico.
As Vice President for Planning and Transformation, he led the integration and implementation of the 2020 Strategic Plan and the organizational redesign and transformation strategy that catalyzed several critical education innovation initiatives. These included the academic restructuring of the university across six schools, the introduction of the Tec21 Educational Model, a comprehensive faculty development program, and a new student enrolment and scholarship model. In addition, he championed the creation of the Eugenio Garza Lagüera Entrepreneurship Institute, the development of TecLabs and the Novus initiative, and institutional partnerships with online education platforms edX and Coursera, among others.
As Dean of the Business School, he led a community of almost 20,000 students and 1,000 full-time and adjunct faculty and transformed the academic organization of the undergraduate school across 25 campus in Mexico, leading the curricular redesign and implementation of the Tec21 Model. He championed the creation of the Institute of Enterprising Families at the School in 2019, and seeded the development of its Conscious Enterprise Center, formally inaugurated in 2021. In addition, he supported the leading team in charge of positioning the graduate EGADE Business School as the leading global-Latin American business institution.
He served as Secretary of the Board of Trustees of Tecnológico de Monterrey from February 2012 to February 2020, during which time he also implemented the transformation of institutional governance organs and processes. Juan Pablo is particularly focused on promoting strategic innovation, talent attraction, the integration of high-impact teams, and on building an organizational culture and experience that reflects the principles and values of Tecnológico de Monterrey to serve its 2030 Vision: leadership, innovation and entrepreneurship for human flourishing.
Before joining Tecnológico de Monterrey, Juan Pablo worked at McKinsey & Company for over a decade. He advised a global portfolio of public, private, and non-profit clients in Mexico, the United States, Russia, Colombia, and Brazil, leading projects in the financial, energy, consumer goods, retail, education, and philanthropy sectors. He serves as President of the FIMPES Board of Directors, and as a Board member of the Civic Council of Institutions of Nuevo León (Consejo Cívico de Instituciones de Nuevo León) and the Eugenio Garza Lagüera Entrepreneurship Institute at Tecnológico de Monterrey.
Juan Pablo holds a bachelor’s degree in Industrial Engineering from Tecnológico de Monterrey and holds an MBA from NYU Stern School of Business. He is married to María Enríquez Rodríguez and they have three children: Jimena, Juan Emilio, and María Andrea.

Graeme C. Clark was educated in French and English and attended the universities of Toronto and Oxford prior to joining the Canadian Foreign Service in 1989. He has held various positions at headquarters, including: Director of Mexico and North America; Director of Media Relations; and Director General and then Acting Assistant Deputy Minister of Human Resources. He was also Legislative Assistant to two Ministers of Foreign Affairs (1993-1995) and to the Prime Minister of Canada (1995-1997). Abroad he began his career as Second Secretary and Vice-Consul in San José, Costa Rica (with cross-accreditation to Honduras, Nicaragua and Panama); served as Ambassador to Peru and Bolivia (1997-2001); as Ambassador and Permanent Representative to the Organization of American States (2006-2010); and as Minister, Deputy Head of Mission in France (2014-2019). He was awarded the Orden del Sol del Peru and the Queen’s Diamond Jubilee medal.

Edna Jaime serves as Dean of the School of Social Science and Government at Tecnológico de Monterrey, one of the most prestigious universities in Mexico and Latin America. Until July 2023, she served as the director of Mexico Evalúa, a prominent public policy think-thank focused on improving government accountability through comprehensive analysis and practical recommendations.
With a thirty-year career, her expertise covers various aspects of public policy, including design, analysis, and evaluation, as well as building partnerships across public, private, social and academic sectors. Her primary focus areas have been the rule of law, justice, public safety, and transparency, earning her recognition as a trusted source for policy analysis by major media outlets in Mexico and internationally. Her leadership journey began in 2002 when she took on the role of General Director at CIDAC, where she revamped research, increased visibility, and formed strategic alliances. In 2009, she founded Mexico Evalúa, which has grown into one of North America’s most influential think tanks.
In 2015, she played a pivotal role in designing Mexico’s National Anticorruption System and led the selection process for its Citizen Participation Committee. In 2018, she became a member of the Executive Committee of the Paris Peace Forum, receiving recognition from the French government for her contributions to global development. In addition to her roles, she holds positions as a Global Fellow at the Wilson Center and as an Associate at the Mexican Council of International Affairs (COMEXI).

Since the creation of the Department of Social Investment in Early Childhood of the FEMSA Foundation in 2008, Eva Fernandez has worked for the development of children within Early Childhood, seeking to improve interactions with their caregivers, their public spaces, and the policies in favor of their well-being. She is President of the “Enseña por Mexico Council”, an organization dedicated to reducing educational inequality in Mexico. She also serves on the boards of the Pact for Early Childhood, The Nature Conservancy (TNC) in Texas, and the US-Mexico Foundation.
She previously served as Executive Director of the Qualitas Life Foundation, an organization that provides financial education to Hispanic immigrants in New York City. She also worked with the Americas Society and the Council of the Americas.
Eva has a bachelor’s degree in International Relations from Tecnologico de Monterrey and a Master’s Degree in International Affairs from the Johns Hopkins University School of Advanced International Studies (SAIS).

Joseph Wong is Vice-President, International, University of Toronto, where he is also a Professor of Political Science. He held the Canada Research Chair in Health, Democracy, and Development for two terms from 2006 to 2016, and the Roz and Ralph Halbert Professor of Innovation at the Munk School of Global Affairs and Public Policy from 2013 to 2023. Prior to being appointed Vice-President in 2021, Professor Wong was the U of T’s inaugural Associate Vice-President and Vice-Provost, International Student Experience, and before that, the Director of the Asian Institute, Munk School of Global Affairs and Public Policy. He is the author of many academic articles and several books, including the latest From Development to Democracy: The Transformations of Modern Asia in 2022, published by Princeton University Press. His academic articles have been published in The Lancet, Perspectives on Politics, the Annual Review of Political Science, the Bulletin of the WHO, Comparative Political Studies, Governance, among others. Professor Wong has had affiliations with Harvard, Oxford, Fudan University in Shanghai, Seoul National University and the Institute for Policy Research in Taiwan. He has advised governments on matters of public policy in Asia, Europe, Africa and the Americas, as well as the UN and the WHO. Inspired by the Sustainable Development Goals, in collaboration with the Mastercard Center for Inclusive Growth, Professor Wong founded the Reach Alliance. The Alliance comprises eight university partners, including Tecnológico de Monterrey, University of Oxford, University College London, University of Melbourne, Ashesi University, the University of Cape Town and Singapore Management University.

Mena Wogu is a Social Architect with multidisciplinary design experience in resiliency infrastructure, green buildings, and sustainable development research. He is a distinguished MSc candidate in the Sustainability Management program at the Institute for Management and Innovation, University of Toronto. Mena’s research focuses on developing inclusive frameworks to quantify social impact within the built sector. His work provides resilient solutions that aim to dismantle the cycle of disadvantage in underserved communities. Mena Wogu holds a Bachelor of Science degree in Architecture and was awarded the Architecture MasterPrize 2021 in Green Architecture for accelerating building decarbonization efforts that met Sustainable Development Goal 11.

Thaisa Tylinski Sant’Ana graduated from the University of Toronto Mississauga with an HBSc, specializing in Biotechnology. During her undergraduate career, she conducted research in the areas of epigenetics, structural biology, and sustainability at the University of Toronto and UHN. Thaisa is a Research Assistant at the Acquired Brain Injury Lab at the Toronto Rehabilitation Institute developing educational infographics for individuals with traumatic brain injury and their families. She is passionate about biology and science communication and hopes to use her degree in the sustainability space.

Before establishing Community Works and being part of the team that founded Kindred, Steve was Marketing Director, Operations Director and Deputy Chief Executive of Practical Action, an international NGO that addresses poverty through technology. He was Chief Operating Officer of the Centre for Appropriate Technology, a national Indigenous organisation in Australia, and Asia Director of BasicNeeds, an international organisation that focuses on mental health and development.
Steve has been appointed an Honorary Fellow at the School of Social and Political Sciences at the University of Melbourne since 2016, where he teaches on the Masters in International Development. He was formerly a board member of Intermediate Technology Consultants, the Colombian Children’s Foundation and Remotebiz and he was the Chair of the Mental Health Association of Central Australia.
Steve is an advisor to multiple organisations, notably Ninti One (since 2008), the World Psychiatric Association (since 2014) and ConnectED (since 2018). His management expertise includes professional coaching, staff management, strategic development and attracting resources for new ventures. He has been a member of successful start-up teams that attracted major investment from multiple sources including the CRC for Remote Economic Development ($32m), the Young and Well CRC ($35m) and CitiesRISE ($14m).
Through the experiences summarised above, Steve has developed a range of specialised skills including in development practice, NGO strategy, scaling successful programs, community mental health, participatory research, monitoring and evaluation for social development programs, community development and appropriate technology. As a facilitator of over 300 workshops in a range of settings in Australia (especially with remote Aboriginal communities), the Pacific, South and South-East Asia, Africa and Latin America, he is accustomed to working through complex issues with multiple participants. Steve is considered an ethical and considerate professional who is open, inquisitive and a critical thinker. He is a strong writer and also a fluent speaker of Spanish.

Carolina is an Anthropologist and Philosopher who has worked with Indigenous groups in Colombia and Australia over the last ten years. She holds a Master of Social Policy from the University of Melbourne. Carolina has extensive fieldwork experience, mostly in the Amazon and she has coordinated several projects focused on education, cultural strengthening and development of economic alternatives for Indigenous groups.
Carolina has developed multiple skills as a social science researcher, using qualitative methods for data collection and analysis. Her research experiences include an exploration for the International Labour Organisation (ILO), identifying barriers Indigenous people face in accessing the labour market in Colombia; she recently developed a case study on ‘Alternatives to coercion’, commissioned by the World Psychiatric Association (WPA) and the Royal Australian and New Zealand College of Psychiatry (RANZCP), focusing on a psychiatric clinic in Bogotá.
During the past three years Carolina has been involved in the design and implementation of community mental health and well-being initiatives. She has played an active role in a project funded by Grand Challenges Canada and implemented by OPIAC (Organisation of Indigenous Peoples of the Colombian Amazon), which aims to support Indigenous youth from Vaupés in the pursuit of their mental well-being.

Darren S Ong is a Master of Science (Epidemiology) student at The University of Melbourne. He is also Research Manager of Asia-Pacific Health at the Murdoch Children’s Research Institute. He is passionate about global child health and focuses his research on infectious disease epidemiology, vaccine-preventable diseases and immunisation.

Adrian Little is Professor of Political Theory and Pro Vice Chancellor International at the University of Melbourne. Born in Belfast, he moved to the University of Melbourne from Goldsmiths, University of London in 2004. Little’s disciplinary expertise is in political science and to date he has published seven monographs, three co-authored or co-edited books, thirty two international refereed journal articles, and fifteen book chapters. At the University of Melbourne, he spent ten years as the Head of the School of Social and Political Sciences (2007-2017) and also served on the Executive Committee of the Australian Political Studies Association (APSA) for five years including a year as President of APSA in 2011-2012. In 2018 he became Pro Vice Chancellor (International) at Melbourne with responsibility for leading the university’s efforts in building strategic international collaborations. Further responsibilities include serving as a Council member of Asialink and also being a member of the Board and Advisory Council of the Asia Pacific Association of International Education. He has also led the development of an Indigenous Knowledges Network within the Association of Pacific Rim Universities. In 2017 his work was recognized by winning APSA’s Academic Leadership in Political Science Award having been cited for his work advancing women, Aboriginal and Torres Strait Islander academics and early career researchers in his discipline. In 2020 he was elected as a Fellow of the Academy of Social Sciences in Australia.

Montserrat Chagoyán Herrera is a 22-year-old student at Tecnológico de Monterrey in Mexico, where she is in the 7th semester of her bachelor’s in law. Her interests in social justice, reducing inequalities and the protection of human rights continue to guide her involvement in various projects as a volunteer. She is currently an intern in Cemex’s Legal Corporate Compliance Department. Montserrat has held leadership roles in her university’s student groups such as Girl Up and the Law Student’s Association, organizing the 2022 International Law Symposium and currently being President of this student group. During her involvement in these groups, she discovered her passion for helping reduce gender inequalities and promoting events that contribute to education and decision-making.

Fergus Turner is the programme lead for the Systems Justice Innovation portfolio at the Bertha Centre for Social Innovation & Entrepreneurship at the University of Cape Town’s (UCT) Graduate School of Business (GSB) where his work includes convening collective impact processes for systems change, teaching and training for entrepreneurship incubators in emerging economies, and designing innovation labs to catalyze new ways of meeting systemic socio-economic and climate injustice with pragmatism and ingenuity. He is interested in research and practice in the fields of social innovation, systems change, climate justice and systems entrepreneurship. Fergus manages Bertha Centre’s Scholarship Programme. Fergus holds a Masters in Inclusive Innovation Studies at the Graduate School of Business where he focused on action research in the cultural sector and creative economies. Fergus, an alum of 2019’s Systems Change and Social Impact Executive Education course, continues to apply systems thinking and systems change frameworks and tools in his work at the Bertha Centre.

Claudia Maldonado (MPA Princeton; Ph.D University of Notre Dame) is a professor of public policy at the Autonomous Metropolitan University (UAM). She is a member of the National Council for the Evaluation of Social Development Policy in Mexico (CONEVAL) and was the founding Director of the Center for Learning on Evaluation and Results for Latin America and the Caribbean (CLEAR). She has extensive experience in the field of public administration, public policy, social policy and evaluation methodology. As an international expert in development effectiveness and evidence-informed policymaking, she is a member of the UNDP and GEI Evaluation Expert Panel and Advisory Board respectively.

Sydney Piggott is a social impact leader and advocate for gender equity and social justice on a global scale. She is the Senior Social Impact Manager at Shopify and previously held leadership roles at YWCA Canada and Elevate. She has been a subject matter expert in several international forums including the United Nations Commission on the Status of Women, Women Deliver, Inter-Parliamentary Union Conference for Young Parliamentarians and RightsCon. She was also a Fulbright Canada fellow and an emerging policy leader in the British Council’s Future Leaders Connect program. She holds a Master of Global Affairs from the University of Toronto where she founded the Intersectional Feminist Collective and was a Queen Elizabeth Diamond Jubilee Scholar. Sydney was a member of the Reach research team that investigated Ethiopia’s Productive Safety Net Programme in 2017.

Sahana is a third-year computer engineering student at UofT and representative of Team Vanuatu. Having worked with Engineers Without Borders UofT, Equity Diversity and Inclusion during orientation, Soap Cycling Singapore and WNS Cares Mumbai, she collaborated with civil society, academic institutions, and social enterprises to scale up local developmental initiatives. This included working to reduce individual carbon footprints, making UofT Engineering more inclusive, building resilience in South East Asian communities against COVID-19 and improving access to education. Having seen firsthand the impact of Climate Change on vulnerable communities, she hopes to design sustainable solutions as a purpose-driven engineer and leader.

Dr Andrew Koh joined Singapore Management University in 2022. He received his PhD in computational imaging from the University of Nottingham. The early years of his career were devoted to farming as a means for poverty alleviation and education of university graduates in Cambodia. His current research focus is enhancing migrant worker wellbeing in Singapore through the use of technology. Previous positions held include a Partner Seller (Analytics) at Microsoft and Assistant Director at Ministry of Manpower (ACE). Leader of the Public Policy Unit at the Institute for Obesity Research of Tecnológico de Monterrey as well as Research Professor and Leader of the Public Policy Health Initiative at the School of Government and Public Transformation. At Tecnológico de Monterrey he has also been Dean of the School of Social Sciences and Government for Mexico City Region. Prior to that, he was Director of the Investment Center Division at the Food and Agriculture Organization of the United Nations (FAO) where he led efforts to support countries improve and enhance investments in rural development and agriculture as well as FAOs work with the GEF. He held senior positions in the Government of Mexico including Deputy Minister of Social and Human Development, Deputy Minister for Prospective, Planning and Evaluation and Head of the Planning and International Affairs Unit at the Ministry of Social Development. He was also CEO of Mexico’s national development bank for agriculture and rural areas, Financiera Rural. Dr. Merino has also been a Professor of Economics and Director of the Center for Public Policy Research at Instituto Tecnológico Autónomo de Mexico (ITAM) in Mexico City and a consultant for international organizations and private companies in the field of social development, public finance and competition policy. He has a Masters and PhD in Public Policy from Harvard University and a BA in Economics from ITAM.

Adib Syed, a recent University of Toronto Bachelor of Science Honours graduate, is enrolled in his first year of the Master of Public Health program at the university’s Dalla Lana School of Public Health. Adib’s research focuses on the social determinants of health and how to use these factors to ensure fair resource distribution among historically and currently marginalized populations in order to avoid and minimize health disparities. He is also interested in social pediatrics, which aims to give every child the resources and opportunities necessary to achieve their maximum health potential from an early age.

Viviana is a third-year student at the faculty of Arts and Science and School of the Environment. She studies Environmental Geography and Political Science, with a specific interest in environmental advocacy within developing countries. Viviana is a part of a 2023 Reach Alliance Research team studying how impacted communities in the periphery of Guadalajara utilize alternative mechanisms to restore and protect their land. She also has an interest in Latin American ecopolitical conditions and has intermediate proficiency in Spanish. In the future, Viviana would like to learn more about how sustainable technology and agroecology can improve the quality of life and autonomy of vulnerable communities that must adapt to growing environmental challenges.

Arturo Franco is a development economist and strategy consultant. His career combines high-level positions in Fortune 500 corporations and global organizations, with public policy and international development experience.
Before joining Mastercard, Arturo was a senior advisor for McKinsey & Company’s global public and social policy practice and executive director of the Planning Council of the State of Nuevo Leon, where he also served as Undersecretary. Over the past years, Arturo has been Global Leadership Fellow for Latin America at the World Economic Forum, economics research fellow at Harvard University’s Center for International Development, nonresident senior fellow at the Atlantic Council and is a member of the International Institute for Strategic Studies.
Arturo holds economics degrees from Monterrey Tec in Mexico and Harvard’s Kennedy School of Government, where he was also vice chair of the Alumni Board. His essays and books have been published by the Brookings Institution, the Woodrow Wilson Center for International Scholars, the Atlantic Council, and the Policy Network.

His focus is to leverage Reach as a vehicle to support the development of team-based skills for our student research teams. Jason creates frameworks and coaches students to operationalize and practice the behaviors of highly successful teams. An award-winning coach, Jason drives leadership development, and team performance with some of the world’s top organizations including NAV Canada and the Smith School of Business. Jason works at the intersection of Positive Psychology, Sport and Business, supporting leaders and teams to become the best at getting better. Most importantly, Jason is husband to Carm and proud Dad to Tobias and Malia. Jason holds an MA in Leadership from the University of Guelph, a BA in Economics from the University of Toronto and is Certified in Applied Positive Psychology

Anowa Quarcoo is an award-winning strategist and communicator. For over 14 years, she has worked with startups and established organisations to build for the future, tell their stories and solve problems at scale. In addition to working at three levels of government, Anowa has also worked in retail, education, and Web3. In 2016, she co-founded Civic Tech Toronto, which is now one of the world’s largest civic hacking communities.
Anowa has been named one of 30 inspirational women making a difference in tech by Toronto Metropolitan University’s Digital Media Zone (DMZ); a Leader of Tomorrow by the University of St. Gallen; and been recognized as an up-and-coming young leader shaping Canada’s economy, culture, and society by The Peak. She is a Dream VC Fellow, a previous CivicAction DiverseCity Fellow and currently serves on CivicAction’s board as co-chair of the Emerging Leaders Network.
A lifelong learner, Anowa holds a Bachelor of Journalism degree, Masters of Global Affairs, and an MBA. When she’s not hard at work, Anowa can be found painting, snacking on delightful cuisine, travelling or deejaying.

If you’re unfamiliar with the concept of a Carrera Asombrosa or Amazing Race, here’s a bit of a breakdown: it’s based on a TV show where teams fly to destinations across the world and have to complete physical, mental, cultural & eating challenges in a giant race to the final checkpoint. Our Carrera Asombrosa race takes all the best bits of this hit TV show without ever having to leave Mexico (or the Tecnologico De Monterrey Campus for that matter!)
Teams will cross paths as you attempt to find the best route to complete the game and make your way to the final checkpoint. Even though RACE is in the title, the winners are not based on being the fittest, fastest, or first across the finish line. It’s more about WHAT you do, rather than how FAST you do it, making this awesome fun for all ages and fitness levels.

About the artisans:
Attendees will receive a pin that was hand-crafted by Coperativa Artisanal “Del Copal Al Arte”, based in La Esperanza Community in Juárez, Nuevo León and from Oaxaca. The members of the La Esperanza community are mostly artisans who became part of the community for different reasons. Many undertook a difficult migratory journey from their home state of Oaxaca to the state of Nuevo León. Once there, they found a place full of people with many things in common and a shared commitment to solidarity. As Griselda, an artisan from the community, says: “If you have a problem, it will be everyone’s problem and everyone will look for ways to help you, it’s something that I really like.”The members of this community have learned to transform all their challenges into art and use it to keep their beautiful Mixtec culture alive.
Mixtecs are also known as the “village of rain” or “village of the clouds”. There are more than 80 variations of the Mixtec language. The Mixtec ethnic group comes from the south of Mexico and is considered the oldest ethnic group in the country, dating back to XV century BC.
